Officialese it is, but of great historical value.

Just as with Ottoman and Persian in India, it was "profitable" and "practical" to know Manchu merely 150 years ago. I find it fascinating to see how the knowledge and study of those languages, literature and documents went from being "reasonable" to being scholarly and "useless." It's a lesson in how ephemeral all things human are.
